Parish Clerk Report for 26th June 2023

Completed Actions

Copies of all letters and emails will be available to view at the meeting.

  • Dartmoor National Park Authority Ballot – I collated the responses for this ballot, and the Council voted for Susan Hill of Chagford and Mark Williams of Dartmoor Forest. They were also the two successful candidates.
  • I have completed the AGAR and all the associated documentation which has to be published by law.
  • I have typed up and published the reports from the Annual Parish Meeting, together with the minutes and the minutes of the Parish Council Meeting.
  • I have collected in the Notification of Interests forms, entered the information on the West Devon website and posted them to the West Devon Borough Council.
  • I have emailed the Royal British Legion who supplied the Jubilee Plaque, with a photo of the plaque showing that some of the writing is now illegible.
  • I have responded to a resident worried that we were banning all traffic from Muddy Lane, when she has authorisation to use it. I have put her mind at rest.
  • I have chased belated Election Expenses forms.
  • I have submitted a VAT return for £137.33, which we have now received.
  • I have invoiced Belstone Village Hall, The Tors, The Old School Tearoom and Belstone Commoners’ Association for their shares of the Car Park Repairs. Totalling £610, with the council paying the remaining £1.11 so that the amounts were not too strange!

Training

  • I have attended a free Webinar on legal documents required by Councils, which turned out to be Privacy, GDPR and Website Terms which we have.
  • I have attended a free Webinar on VAT compliance for Councils which was very useful, as the rules are different for Councils and other organisations.

2023/24-045 Coronation Lamp


I have contacted the insurance company regarding the implications of having a lamp, and their response was ” If you did require cover at a later date for the solar street lamp,  this would be covered automatically for public liability. The annual premium to cover for all risks would be around £15.00 based on the current LTA rates.   Depending on when the cover is required from, there would be no additional cost to add to the 2023-2024 cover.”
I have enquired of other Devon Clerks whether anybody has any experience of using a solar powered street light, or of crowd-funding. I am yet to receive any responses.
In view of the questions about the lamp I have not proceeded with a crowd-funding page or website article.

2023/24-048 Parking

I have contacted Josh Scillitoe and Rob Taylor regarding their attending meetings on July 24th or September 11th, but have not heard from either of them.

2023/24-049 Councillor Training

It was agreed in October 2022, Minute 2022/23-111 that when the next ‘Responding to Planning Applications’ course was announced that the Clerk or councillors should attend it.
