Minutes for the extraordinary planning meeting of Belstone Parish Council held on 19th February 2024 at Belstone Village Hall at 7.30 pm

Councillors Present:

2023/24-129 Disclosures of Interests

Cllr Michael Ash declared his interest in both applications as he does work for both applicants.

2023/24-130 Apologies for Absence

Cllr Peter Cooper sent his apologies due to a Conflict of interest. These were accepted.

2023/24-131 Public Participation Session

Public participation was invited when each planning application was discussed.

2023/24-132 Minutes

The minutes of the meeting of the Council held on 29th January 2024 were considered, agreed and signed as a correct record.

2023/24-133 Planning

Cllr Jon Pike was voted as temporary chairman, in view of the conflict of interest of the Chairman, to chair this item.

A. Planning Applications

0049/24 New double-storey rear extension plus new driveway, Beacon View EX20 1RA

Concern was raised by a member of the public about the new driveway removing parking. The applicants explained that the existing driveway is too narrow to use and is needed for an air source heat pump, it also does not provide access to the rest of the property. This was the only reservation.
It was agreed to enter a comment of “Belstone Parish Council has no objection to the application, but are concerned about the new access given the sensitivity about limited parking in the village and wonder if there is there is a way to preserve the space that is currently available.”

0035/24 Change of use, demolition and alterations to the barn at Town Living Farm to form a new full market dwelling

It was agreed to enter a comment of “Belstone Parish Council has no objection to this application, subject to the local comments regarding privacy already on the website being taken into account.

B. Other Planning Matters

Cllr Ash resumed the role of Chairman.

It was noted that the following planning application in a neighbouring parish had been forwarded for consultation.
4167/23/HHO Householder application for loft conversion and front and rear dormers, Barton Tor House, Stockley, EX20 1QH

It was agreed not to comment on the application.

2023/24-134 Items for Next Parish Council Agenda

No further items were raised for the next meeting on March 11th. Items due – Car Park Repairs, Tongue End drainage, Financial Regulations Review, Interests Register checking, Annual Parish Meeting Agenda.

The meeting closed at 8.10 pm.
The date of the next meeting will be Monday March 11th 2023 at 7.30pm.
